Tuguegarao City is the Premiere Ibanag City and the capital of Cagayan Province. It serves as the Primary Growth Center of the Region, Regional Trading Center, the Regional Support Service Center for Agricultural Modernization and for Industrial Development, and the Center for Higher Education in Northeast Luzon. Because of its location, it is considered as the Regional Tourism Service Center and the backbone of the Cagayan Special Economic Zone and Freeport in Sta. Ana and the Regional Government Center of Region 2. The City was named in 2016 as one of the Next Wave Cities for IT-BPM industry by the IT-Business Process Association of the Philippines (IBPAP) and the Department of Information and Communications Technology (DICT).
